The text says a 2-story building was completed by 1914 and later a 4-story building. However, the 1909 photo accompanying the article shows what looks like a 4-story building to me. So it would seem either the photo date is wrong or the 4-story building was completed earlier. I don't have any of the sources, but it seems one possibility might be that the new building was announced as 2-stories, but plans changed before construction began.
