The Birmingham Downtown Improvement Association (BDIA) was an organization formed in 1957 by property and business owners in downtown Birmingham with the goal of boosting economic activity downtown in the face of increasing suburbanization. The group lobbied the city to commission its first comprehensive plan and created "Operation New Birmingham" as a subsidiary committee to work with Bartholomew and the Birmingham League of Architects to prepare a more detailed development plan, dubbed the "Design for Progress", which was unveiled in 1965.
