In 2019 he received the '''Eminent Librarian Award''' on April 4 during the [[Alabama Library Association]] annual conference in Point Clear, Alabama. The recognition is in honor of his many contributions to the library industry in Alabama as head of BPL's Department of Archives and Manuscripts, and as archivist for the City of Birmingham.  
Baggett completed a bachelor's degree in history and a master's in public history at [[UAB]] in [[1986]] and [[1988]]. He began working at the Birmingham Public Library as an intern under [[Marvin Whiting]] in [[1988]], and then left to pursue a Ph.D. in history at the University of Mississippi. He left that program in order to return to the archives and completed a masters in library and information studies at the [[University of Alabama]] in [[1997]]. Baggett succeeded Whiting after his retirement in [[1996]].


He graduated with a Masters of Library and Information Studies degree from the [[University of Alabama]] and also earned a Masters in Public History from the [[University of Alabama at Birmingham]].
Baggett is the author of two books about Alabama history and has written articles for various publications. He has served as curator or co-curator for several exhibitions which draw from the archives. James L. Baggett (born c. 1964 in Birmingham) is the archivist of the City of Birmingham and director of the Department of Archives and Manuscripts at the Birmingham Public Library.

Baggett completed a bachelor's degree in history and a master's in public history at UAB in 1986 and 1988.
