No early anchors

I'm wondering about the statement, "the mall had no major department store anchors until the mid-1960s and 1970s." If it's correct, a diagram of the mall c. 1960 at the Mall Hall of Fame blog shows J. C. Penney in a major space. This is backed up by a 1960 newspaper article mentioning the manager of J. C.
