Phillip Carter (born c. 1964) is a Birmingham Police officer and a platoon sergeant in the Alabama National Guard's 20th Special Forces Group.
Carter was awarded a Bronze Star for meritorious service in 2011 in support of Operation Enduring Freedom. Shortly after arriving in Kandahar, Afghanistan, Carter led a team that established a joint logistics command center while being targeted by enemy rockets.
