Joe was the son of [[Joe Mansion]] and his wife [[Lee Joe|Lee]]. He spend his childhood in China while his father established a restaurant with his partners in [[Birmingham]]. He immigrated as a teenager in [[1931]] and worked in the restaurant for the rest of his life.
 
Joe served in the U.S. Army during [[World War II]]. He took over his father's share of Joy Young after his death in [[1954]].
 
Joe and his wife had five children: [[Henry Joe|Henry]], [[Suelin Joe Lee|Suelin]], [[George Loo Joe|George]], [[John Loo Joe|John]], and [[Jimmy Loo Joe|Jimmy]]. Henry took over the restaurant in the 1970s.
 
Joe died of complications from a stroke in June [[1987]]. He is buried at [[Elmwood Cemetery]].
