It was a direct criticism of the incumbent Bernard Kincaid, who was known for being very meticulous, which gave the perception that progress was not being made. Langford, on the other hand, had a track record of making quick decisions when he was Mayor of Fairfield and president of the Jefferson County Commission. Langford won the election outright without the need for a runoff. As Mayor of Birmingham, Langford kept his promise and quickly made sweeping changes and proposals.
