Marcia B. Starks (born c. 1963) is a home health aide.
Starks has an associate's degree in business administration from Bessemer State Technical College. She has served as secretary of the Sherman Heights neighborhood association since 2000 and of the Ensley community since 2008.
Starks was an unsuccessful candidate for District 9 in the 2009 Birmingham City Council election. She ran on a platform of improving education and providing safe and clean neighborhoods.
