James H. Bailey (born c. 1912; died January 29, 1996 in Leeds) was the mayor of Leeds from 1964 to 1968.
Bailey was a member of the Leeds City Council and Leeds City Clerk before being elected mayor. He was also a retired manager of men's clothing for Parisian. In addition, Bailey was a member of the Leeds Masonic Lodge and Leeds First Methodist Church where he served on the Board of Stewards for many years.
