The 1977 Birmingham City Council election was held to fill five open at-large seats on the Birmingham City Council. Council President Don Hawkins and councilors Russell Yarbrough, David Herring and Richard Arrington, Jr were in the middle of their four-year terms. Angi Proctor and Arthur Shores did not seek re-election.

Four-term incumbent Nina Miglionico led all candidates in the primary, securing her re-election. Bessie Estell and E. C. Overton won re-election in the November 1 runoff. Those incumbents were joined by new council members John Katopodis and Larry Langford. As the lowest vote-getter among five victors, Langford was given the 2-year term.

Other unsuccessful candidates who made the runoff included Pete Clifford, Robert Crowder, Jeff Germany, and Demetrius Newton.
