The Birmingham Airport Authority is an independent authority created by the City of Birmingham in 1986 to manage and operate the Birmingham-Shuttlesworth International Airport. The airport property is leased to the Authority, which operates as a non-profit public corporation. Although it holds the power to enter into contracts and hire administrative staff without interference, Its annual operating and capital budgets, as well as unbid contracts for professional services, are approved by the Birmingham City Council and Mayor's office.

The authority is governed by a seven-member board, currently chaired by Gaynell Hendricks, who was first appointed in 2000. The Mayor of Birmingham appoints board members to staggered 6-year terms and serves as an ex-officio (non-voting) member.
