Carl A. Harper served as interim chief of the Birmingham Fire & Rescue Service from January 9 to November 13, 2007. He began working for the Birmingham fire department in 1977. From 1999 until his appointment by Mayor Bernard Kincaid, he was the assistant to Chief Dwayne Murray, who retired to head the Daytona Beach, Florida fire department.
Newly-elected Mayor Larry Langford did not renew Harper's contract, instead promoting veteran Ivor Brooks to the position of chief.
