David Tarell McKinney (born c. 1983 in Alexander City) is a speech professor at Jefferson State Community College and a candidate for Birmingham Board of Education District 5 in the 2017 and 2021 Birmingham municipal elections.

McKinney earned a bachelor's degree in broadcast journalism at Troy University, a master's in communication management at UAB, and an Educational Specialist degree in instructional technology at the University of Alabama in 2014.
