David "Mississippi Town" Russell (born c. 1951) is an insurance agent and candidate for District 9 in the 2009 Birmingham City Council election.

Russell has a bachelor's degree in business administration from Alabama State University. His first political campaign was an unsuccessful run for the Alabama Public Service Commission in 1982. He also ran unsuccessfully for the City Council in 2001 and 2005, losing to Roderick Royal both times, and for Alabama House District 60 in 2006, losing to Earl Hilliard, Jr.

As a 2009 City Council candidate, Russell has run on a platform of improving public safety, increasing community involvement, addressing environmental issues, and improving education.
