The Jefferson County Public Library Association, founded in 1974 as the Jefferson County Public Librarians Association, was an informal group of librarians representing several municipal public libraries in Jefferson County that had been meeting since the mid-1960s.

The association was instrumental in developing the cooperative services that became the Jefferson County Library Cooperative, which was approved by the Jefferson County Commission in 1978 and went into operation in 1980. The association approved by-laws on November 28, 1978 and adopted its later name in 1980.
