Sandra was the daughter of Zack Mixon Jr and Eva Mae Mixon. She grew up in Lipscomb and graduated from Wenonah High School in 1973 and attended Lawson State Community College. She opened her apparel shop in 1990. She was active in community and civic organizations and founded the political action committee Team Seven in 1996, then ran to represent District 7 in the 1997 Birmingham City Council election (the first to be conducted by district). During the campaign she offered a cash reward to anyone who could prove that she had voted to close down Cooper Green Mercy Hospital while serving on the commission.

Challenger Sheila Tyson forced Brown into a runoff in the 2018 Democratic primary. In campaign flyers distributed on car windshields outside churches, Brown claimed that her candidacy was "supported by Jesus Christ and his followers."
