The Birmingham Region Community Investment Cooperative District is a public authority established by the Birmingham City Council in 2020 to serve as a "community development entity" eligible for certification by the U.S. Treasury Department to benefit from federal New Markets Tax Credits and to draw from the Community Development Financial Institutions Fund. The Cooperative District is expected to focus on supporting workforce development, small businesses and neighborhood retail.

Three members of the Cooperative District are appointed by the Birmingham City Council, and one each from the Birmingham Commercial Development Authority and the Birmingham Downtown Redevelopment Authority.
