Saltsman was the son of Daniel and Heney Tempey Kennedy Saltsman of Conecuch COunty. He married the former Frances Parker of Pensacola, Florida in 1872. They moved to Birmingham in 1876. Frances died in 1884.
In 1888 Saltsman was employed as a carpenter for the L & N Railroad and lived with his family in a boarding house at 3101 10th Avenue North. In 1896 and 1903 he was described as an engineer at the same address.
In 1909 Saltsman was proprietor of a grocery store at 3107 10th Avenue North, just up the street from his home. In retirement, he lived with his daughter, Annie in Thorsby, and died there in 1922. His funeral was held there before his remains were sent by train to Birmingham for burial at Oak Hill Cemetery.
