Conlin Payne (born c. 1972) is the police chief of Lipscomb.
Payne was arrested on October 26, 2008 on charges stemming from an October 2007 complaint, which stated that the child of an acquaintance of Payne's showed up at Children's Hospital with signs of physical abuse, allegedly perpetrated by Payne. Payne was placed on administrative leave after his arrest. Payne pleaded not guilty to the charges in December 2008, with a trial date set for January 26, 2009.
