Garrett, Phelan & Underwood was a law firm formed by James J. Garrett and Alabama Secretary of State Ellis Phelan in 1882. and Oscar Underwood joined the firm in 1884. Their offices were located in the National Bank Building.
Phelan left the firm in 1885 to move with his wife to Waterbury, Connecticut.
