The Shelby County Arts Council (formerly the Academy of Fine Arts of Shelby County, and initially the Columbiana Fine Arts Center) is a non-profit organization that promotes the arts in Shelby County. The group, which was first incorporated on September 15, 2004 is currently planning for a 12,000 square foot building which will house studios, classrooms, offices, galleries and performance space. The City of Columbiana has helped the group obtain a portion of the former site of a Summer Classics furniture plant which burned to the ground on May 22, 2004.

Terri Sullivan is president of the group's 11-member Board of Directors.

The group has helped to sponsor Kindermusik classes in Pelham and a visit from the mobile "Artrain" exhibit at Calera's Heart of Dixie Railroad Museum in April 2007. Other events for the year included Missoula Children's Theater camps in Calera, Chelsea and Columbiana and a photography exhibit of works by Rachel Fowler.
