Jim Gunter (born February 23, 1950 in Panama City, Florida) represented District 4 in the Jefferson County Commission for two terms, from 1986 to 1994.

Gunter graduated from Samford University with a bachelor of arts in religion. He is a licensed home builder and real estate developer and owns Jim Gunter Construction.

Gunter qualified as one of five candidates to qualify in the 2010 Republican primary to return to the District 4 seat left open when four-term incumbent and Commission President Bettye Fine Collins decided not to run for re-election.
